The Brightmere Council constitution is the authority's principal governance document. It explains how the council operates, how decisions are made and how responsibilities are allocated.
What the constitution covers
The constitution can set out the roles of Full Council, executive arrangements, scrutiny, committees and other council bodies, together with procedural rules governing meetings and decisions.
It also provides the framework for delegations to officers and can contain or reference financial, governance, conduct and other rules needed for the proper administration of the council.
Using the constitution
Residents, councillors and officers can use the constitution to understand which part of the council is responsible for a decision and which procedure applies. It should be read alongside the meeting or decision record for a particular matter where one exists.
Current version
The current controlled constitution will be published here when it has been approved for public release. Until then, this page explains the role of the constitution and links to the wider governance information available on the website.
