How Brightmere Council works

Brightmere Council combines elected democratic leadership with professional council administration.

Brightmere Council combines elected democratic leadership with professional council administration.

Councillors and council bodies

Councillors make decisions through Full Council, executive arrangements and committees or other bodies established under the council's constitution. Different bodies have different responsibilities, so a decision is taken by the part of the council authorised to make it.

Officers

Council officers deliver services, provide professional advice, maintain records and exercise responsibilities delegated to them. Officers do not replace councillors' democratic role, and councillors do not personally administer ordinary service casework.

Scrutiny, audit and standards

Overview and scrutiny provides challenge and review, while audit and governance arrangements support assurance and the standards framework deals with councillor conduct. Together these arrangements provide checks and accountability around council decision making.
